Reviewing: 3 Comments to the Author After thoroughly reading the revised version, I think the manuscript has been significantly improved in both organization and presentation. I would like to thank the authors for their efforts. Generally speaking, I think the paper is ready to be accepted except some minor problems, which are still the points in organization. The specific comments are as follows: 1. Is Section VII really necessary? The discussion on the implementation of NCIC is, of course, important. But the current organization is not clear enough; in fact I feel the paper has been successfully finished at the end of Section VI. I wonder if the material in Section VII can be integrated into the discussion in previous Sections more logically and clearly. 2. The discussion on the time synchronization error and channel estimation could be shorten further because they are well known in literature.
